Once the cargo has been inspected and customs fees paid in the destination country, the procedure is considered complete.

Road vehicles or containers may only be transported with a Carnet TIR if they meet these requirements and have been formally approved. The responsible national approval or control authority issues either an Approval Certificate (Customs Closure Approval) for loading compartments or an Approval Plate for containers. These documents must be recognized by all parties to the TIR Agreement.
